RCF has extensive experience in most subjects concerned with electric power, fuels and the utility industry. Economists at RCF have been retained both by utilities and large electric energy consumers. RCF has assisted in a wide variety of negotiations and has provided key expert testimony in numerous regulatory proceedings.

RCF has special expertise in environmental issues impacting the utility industry, including the evaluation of Clean Air Act compliance measures, the siting and remediation of waste products, and the siting of plants and transmission lines in light of EMF concerns. RCF economists have been active in evaluating the market for Emission Reduction Credits (ERCs) under the Clean Air Act and in estimating the environmental costs of electricity generation. RCF can undertake studies, provide expert witness testimony or prepare least cost compliance strategy recommendations to utilities in all areas of environmental regulation.
